BACKGROUND

Officers are promoted to temporary and permanent appointments as announced in various NAVADMIN messages.

 INFORMATION

Once announced in the NAVADMIN message, an officer may be promoted on the date specified in the message. Officers must state whether they accept or decline the appointment. Provided the officer is qualified, the commanding officer shall prepare and have the officer verify and sign NAVPERS Form 1421/7 accepting or declining promotion.

 - - - PLR RESPONSIBILITY - - -

- Prepare a Temporary/Permanent Appointment (NAVPERS 1421/7). Have the basic letter and the second endorsement signed by the commanding officer and the first endorsement signed by the officer concerned.

- Distribute copies of the appointment letter as directed on the form.

- Upon promotion, ensure officers update pictures and forward one copy to PSD, and one copy to BUPERS for inclusion in their microfiche service record.

- Notify member to obtain new ID Card.

- - - PSD RESPONSIBILITY - - -

- File green copy of appointment letter and photo in the officer service record.

- Issue new ID Card.
